text-indent: 2.125em; margin-bottom: 15px;"><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">根据《国家医保局 财政部 国家税务总局关于完善生育保险政策加强制度保障功能的通知》（医保发〔2025〕20号）精神，为进一步推进我省医疗保障领域积极生育支持措施落地，提高医保经办服务效能，构建生育友好型社会，现就做好相关工作通知如下：</span></p><p style="line-height: 2em; text-indent: 2.125em;"><span style="color:#0573af;"><strong><span style="font-size: 16px;letter-spacing: 1px;">一、提升生育医疗费用异地直接结算水平</span></strong></span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">（一）提升生育医疗费用省内异地就医直接结算率。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">依托全国统一的门诊、住院结算接口标准，进一步加强对全省范围内的生育医疗门诊、住院信息传送内容的监测，强化对定点医疗机构相关业务的培训指导，提升生育医疗费用省内异地就医直接结算率。</span></p><p style="line-height: 2em; text-indent: 2.125em; margin-bottom: 15px;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">（二）优化跨省异地生育医疗费用直接结算业务规则。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">在省内异地生育直接结算的基础上，结合各统筹区生育待遇政策特点，进一步加强跨省异地备案同跨省异地生育费用结算的业务衔接，提升孕产妇群体跨省异地生育医疗费用直接结算水平。</span></p><p style="line-height: 2em; text-indent: 2.125em;"><span style="color:#0573af;"><strong><span style="font-size: 16px;letter-spacing: 1px;">二、优化生育津贴支付管理服务</span></strong></span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（三）进一步优化生育津贴发放规则。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">在产前登记智能化、生育津贴智能发放的基础上，依托全省统一的生育结算通道，进一步完善生育智能触发规则，提升生育津贴发放的规范性、精准性和时效性。</span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">（四）实行津贴发放“温馨提示”。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;text-indent: 2.125em;caret-color: red;">通过流程改造，生育津贴申报审核通过后，通过短信（公众号）形式推送津贴发放的温馨提醒，提升生育惠民政策的透明度，让群众在津贴申领过程“脚下无感、心中有感”。</span></p><p style="line-height: 2em; text-indent: 2.125em; margin-bottom: 15px;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（五）简化申领生育保险待遇所需材料。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">严格按照政务服务事项清单有关要求，不得额外增加或变相增加申请材料，推行一次受理，承诺时限办结，切实提升生育保险参保人的办事体验。</span></p><p style="line-height: 2em; text-indent: 2.125em;"><span style="color:#0573af;"><strong><span style="font-size: 16px;letter-spacing: 1px;">三、做好新生儿参保工作</span></strong></span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（六）优化新生儿参保相关服务。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">凭出生医学证明参加居民医保的新生儿，各统筹区医保经办机构应指导新生儿监护人在为新生儿办理落户后，及时更新新生儿参保信息，并在户籍地或者居住证所在地参加居民医保。医保经办机构应指导新生儿监护人通过“福建医疗保障”微信公众号、闽政通APP的亲情代办功能申领新生儿电子医保码，并在定点医疗机构直接就医结算。</span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（七）落实新生儿待遇等待期规则。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">严格落实《福建省人民政府办公厅关于健全基本医疗保险参保长效机制的实施意见》关于待遇等待期的政策，根据政策要求准确配置等待期的起算时间规则，准确设置政策参数确保待遇计算准确，保障医保基金安全和参保新生儿权益。</span></p><p style="line-height: 2em; text-indent: 2.125em; margin-bottom: 15px;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（八）完善部门数据共享机制。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">持续推进“出生一件事”集成化办理，促进新生儿“落地即参保”。医保部门与卫生健康部门建立共享交互机制，及时获取我省新生儿出生医学证明的信息，向新生儿监护人推送参保提醒，并维护至“一人一档”全民参保基础数据库。各级医保经办机构应充分利用大数据信息，组织开展参保扩面工作。</span></p><p style="line-height: 2em; text-indent: 2.125em;"><span style="color:#0573af;"><strong><span style="font-size: 16px;letter-spacing: 1px;">四、强化生育保险政策宣传</span></strong></span></p><p style="line-height: 2em; text-indent: 2.125em;"><strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">（九）开展生育政策下基层活动。</span></strong><span style="color: #000000;font-size: 16px;letter-spacing: 1px;">建立完善沟通机制，针对辖区内女职工较为密集的重点单位、企业，通过主动上门宣讲，培训医保生育政策专员、推送政策链接等形式，结合医保干部包区划片结对子等做法拓宽政策宣讲、业务咨询渠道。</span></p><p style="line-height: 2em;
