擅自改变物业服务用房用途</strong></em></p><p>重点整治物业服务企业擅自占用物业小区内架空层、避难层等公共空间,损害业主共同利益;未经业主大会同意,擅自改变物业服务用房的用途,违法违规出租经营等问题。</p><p>&nbsp;</p><p><em><strong>物业服务企业配合审计不到位 公共收益资金转存不规范</strong></em></p><p>重点整治物业服务企业未按照规定配合公共收益审计问题;提供账目资料不明晰、不齐全;未按规定时限及时转存公共收益资金,未以住宅小区物业服务区域为单位单独开户设账,公共收益资金有被挪用风险等问题。</p><p>&nbsp;</p><p><em><strong>公共收益矛盾纠纷化解不到位</strong></em></p><p>重点整治监管部门和单位对业主投诉的物业服务企业侵占公共收益问题查处不及时、处罚不到位;街道(乡镇)、居(村)民委员会调处公共收益矛盾纠纷作用发挥不够;业委会监督公共收益管理不规范等问题。</p><p /></p><p>资料图。图文无关</p><p>&nbsp;</p><p><em><strong>进度安排</strong></em></p><p><em><strong>&nbsp;</strong></em></p><p><em><strong>动员部署阶段(2024年5月10日前)</strong></em></p><p>根据省纪委监委统一部署,由省住建厅联合省直部门制定印发整治工作方案,开展动员部署,督促地市制定配套方案,明确责任部门、责任分工、整治目标、整治内容、整治措施、进度安排、工作要求,以及县(市、区)物业管理主管部门和街道(乡镇)、居(村)委会的工作任务清单,迅速落实部署,扎实推进专项整治。</p><p>&nbsp;</p><p><em><strong>自查自纠阶段(2024年5月底前)</strong></em>设区市整治专班要指导属地组织物业服务企业对照《福建省物业管理条例》《福建省住宅小区公共收益管理办法(试行)》和整治工作方案,持续深入开展自查,形成自查自纠台账,明确整改措施、整改时限和责任人,要求物业服务企业于5月31日前将自查结果,在省住宅小区公共收益信息管理系统以及物业小区公告栏、楼道、电梯等醒目位置公示,并可通过微信、短信、电话等电子信息方式告知全体业主。省住建厅开展督导,推动各地落实落细整治工作。</p><p>&nbsp;</p><p><em><strong>交叉督导阶段(2024年8月底前)</strong></em>省住建厅牵头组织召开工作推进会,组织各设区市上半年开展交叉督导,各设区市同步组织所辖县(市、区)开展交叉督导,形成交叉督导报告。省住建厅会同相关省直部门在第三季度联合开展专项督导,设区市对县(市、区)开展专项督导,每次督导要有发现问题清单和整改清单,层层压紧压实责任,推动工作落实落细。各级相关部门根据当地实际,坚持日常检查与专项督导相结合、明察与暗访相结合,主动邀请当地人大代表、政协委员等行风监督员定期开展抽查核实,将检查结果报送同级整治工作专班。</p><p>&nbsp;</p><p><em><strong>总结验收阶段(2024年10月底前)</strong></em></p><p>省住建厅梳理总结省直部门和各地市整治做法、成效、亮点,培育打造纪委监督推动下的民生治理品牌,收集各地小切口解决群众&ldquo;急难愁盼&rdquo;和&ldquo;深恶痛绝&rdquo;问题的典型案例,并及时制定或完善公共收益等物业管理相关制度,建立公共收益管理长效机制,巩固提升整治成效。</p><p
