font_family_187;">（二）参加竞买申请方式：参加拍卖的竞买人申请竞买登记时间2023年5月18日至2023年5月25日（其间逢规定的假日除外）工作时间内，到福清市音西街道福人路6号市行政服务中心509办公室向福清市公共资源交易服务中心提交书面申请，并提交有效的营业执照、法定代表人证明、身份证（或护照）、《现场踏勘确认书》、资金来源承诺书、《关联自然人、法人和其他组织不能同时参与同一宗地竞买承诺书》等。交纳竞买保证金的截止时间为2023年5月25日17时。经审查，申请人按规定交纳竞买保证金，具备申请条件的，市公共资源交易服务中心将在2023年5月25日17时前确认其竞买资格。</span></p><p><strong><span font_family_187;">（三）限地价方式：2023拍-06号采用“限地价、控房价、摇号”方式拍卖出让。竞买人报价不超过最高限制价28600万元，按价高者得原则确定竞得人；当报价达到最高限制价后，不再接受更高报价，愿意接受该最高限制价的竞买人均可申请参与摇号，摇中者为竞得人。本宗地商品住宅销售备案均价商品房备案价不得超过19000元/平方米。</span></p><p><span 15px;">3.竞买人在网上注册申请竞买宗地时，应同时扫描上传下列文件（须以中文书写），提交给出让人进行审核确认：(1)《竞买申请书》；(2)《竞买承诺书》；(3)有效的企业营业执照和法定代表人证明及其个人身份证明）；(4)申请人委托他人办理的，应提交授权委托书及委托代理人身份证明；(5)竞买保证金交纳凭证（保证金到账的截至时间为2023年5月27日16:00前（以到账为准）；（6）《现场踏勘确认书》。</span></p><p><span 15px;">4.竞买人在提交注册信息资料之前，须详细阅读《福建省国有建设用地使用权出让网上交易规则》《福建省国有建设用地使用权出让网上交易须知》《福建省国有建设用地使用权出让网上交易服务协议》，以及本次挂牌交易文件和有关法律法规。竞买人对挂牌交易文件有疑问或异议的，可向出让人咨询；对宗地现状有异议的，应在网上注册提交竞买申请前向出让人提出书面意见。竞买人提交注册信息后，视为对服务协议、交易规则等挂牌交易文件和宗地现状无异议。</span></p><p><span 15px;">5.国有建设用地使用权挂牌出让成交后，竞得人应于成交当天与福清市公共资源交易服务中心签订《成交确认书》，10个工作日内，持本公告规定的报名资料和保证金缴纳凭证原件以及《成交确认书》，到福清市自然资源和规划局提交存档，并办理签订《国有建设用地使用权出让合同》。</span></p><p><span style="font-family:
