overflow-wrap: break-word !important;"> <strong style="margin: 0px; padding: 0px; outline: 0px; max-width: 100%; visibility: visible; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 一、引导产业项目进区入园集聚发展。</strong>各市、县(区)要强化规划引领,引导产业园区按照布局集中、产业集聚、用地集约原则,结合实际及时开展园区总体发展规划修编,做好与经济社会发展规划、国土空间规划、相关产业规划等的有机衔接,科学确定主导产业,发展以产业链为纽带的多层次、多样化产业空间载体,提高产业发展集聚度和土地投入产出率。在符合规划、安全、环境保护要求的前提下,鼓励产业园区集中建设住宿餐饮、商务金融、设备维修检测、保障性租赁住房等配套服务设施,实行共享共用。积极引导一般工业项目进区入园,优先使用产业园区存量建设用地。利用农村资源开展农产品初加工的项目可在产业园区外落位。</span></p><p style="margin-top: 15px; padding: 0px; outline: 0px; max-width: 100%; visibility: visible; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 二、提高新建项目用地容积率。</strong>鼓励建设高层厂房,节约集约使用土地,提高土地利用效率和综合效益。组织修订《福建省工业项目建设用地控制指标(2013年本)》和《福建省城市规划管理技术规定》,新公告出让的工业用地,用地容积率下限原则上在原省定标准(不含用地容积率1.0以下的行业)的基础上提高10%以上,标准厂房用地容积率原则上不低于2.0;用地容积率上限由各市、县(区)根据区域规划条件、产业类别、发展水平,结合详细规划确定。因安全生产、地形地貌、工艺技术等有特殊要求确需突破控制指标,经组织论证确属合理的,报当地人民政府审批。</span></p><p style="margin-top: 15px; visibility: visible; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 三、推行工业用地“标准地”出让。</strong>鼓励推行工业项目“标准地”改革,各市、县(区)应严格执行“净地”出让有关规定,在完成土地征迁补偿、通水、通电、通路及场地平整等前期开发和相关区域评估的基础上,明确投资强度、用地容积率等控制指标后出让工业用地。</span></p><p style="margin-top: 15px; visibility: visible; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 四、探索混合产业用地出让。</strong>鼓励各市、县(区)按照产业关联、功能兼容、基础设施共享、提高用地效能原则,在符合规划、安全要求的前提下,探索以工业为主导功能的混合产业用地出让。宗地内的工业可与仓储、科研等用途混合布置,促进土地用途混合利用和建筑复合使用。单一工业用地可兼容研发、创意、设计、中试、检测等功能。混合产业用地出让底价应根据政府产业政策和专业评估结果综合确定。混合产业用地项目应以整宗地办理不动产登记,宗地及地上建筑物不得分割登记、分割转让。</span></p><p style="margin-top: 15px; visibility: visible; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 五、推进多层标准厂房建设。</strong>鼓励各市、县(区)结合本地产业发展需求建设多层标准厂房,原则上要优先利用空闲、低效工业用地。允许多层标准厂房按照层、幢固定界限分割转让,具体自持比例由各设区市人民政府、平潭综合实验区管委会确定。积极引导中小企业租赁或购买多层标准厂房,对用地面积小于10亩的一般工业项目,原则上以租赁或购买多层标准厂房为主。</span></p><p style="margin-top: 15px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 六、推动交地即交证。</strong>各市、县(区)要优化工业用地不动产登记业务流程,提前完成土地权属、界址、面积等审核工作,在缴清土地出让金并交付土地时,为用地单位一并核发不动产权证书,有条件的市、县(区)可一并核发建设工程规划许可证,推动项目尽快开工。</span></p><p style="margin-top: 15px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;">七、盘活低效工业用地。</strong>各市、县(区)要结合实际制定本地区低效工业用地认定标准和退出机制,摸清低效工业用地底数,对低效工业用地在用电、用水、用气、污染物排放标准等方面实行差别化政策,推动低效工业用地在符合规划、安全要求的前提下,采取增容技改、产业更新、破产重组、“腾笼换鸟”、联合招商、政府收储等方式有效盘活利用。对退出的建设用地,应优先用于保障战略性新兴产业、高新技术产业发展,除达到行业能耗指标先进值或标杆值外,不得用于“两高一低”项目再布局。完善土地用途变更、整合、置换等政策,支持不同产业用地类型按照程序合理转换,推动存量工业用地复合改造,具体操作细则由各设区市人民政府、平潭综合实验区管委会制定。</span></p><p style="margin-top: 15px; overflow-wrap: break-word !important;"><span style="font-size:16px;margin: 0px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 支持多主体参与开发。在不改变土地用途的前提下,允许土地使用权人自主再开发,或以转让、入股、联营等方式开发。土地使用权人无法实施自主再开发的,可向政府申请土地收储并依法获得合理补偿。</span></p><p style="margin-top: 15px; margin-bottom: 0px; padding: 0px; outline: 0px; max-width: 100%; clear: both; min-height: 1em; font-size: 16px; font-family: 宋体; color: rgb(0, 0, 0); letter-spacing: normal; line-height: 1.5; box-sizing: border-box !important; overflow-wrap: break-word !important;"><span style="font-size:16px;margin: 0px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 鼓励提容增效。经市、县(区)人民政府(含平潭综合实验区管委会,下同)批准,产业园区内工业用地可提高容积率,不再增收土地价款,重新签订土地出让合同。</span></p><p style="margin-top: 15px; margin-bottom: 0px; padding: 0px; outline: 0px; max-width: 100%; clear: both; min-height: 1em; font-size: 16px; font-family: 宋体; color: rgb(0, 0, 0); letter-spacing: normal; line-height: 1.5; box-sizing: border-box !important; overflow-wrap: break-word !important;"><span style="font-size:16px;margin: 0px; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 鼓励集中开发。允许市场主体以转让方式取得相邻多宗低效工业地块进行并宗开发,经市、县(区)人民政府批准后,重新核定规划条件、签订土地出让合同、约定开工竣工时间,并按规定补交土地价款。其中,并宗后总用地面积不变且出让年期按照最低剩余年限确定的,可不补交土地价款。低效工业用地再开发扩建涉及边角地、夹心地、插花地等难以独立开发的零星土地的,可一并进行改造开发,经市、县(区)人民政府批准,可以协议出让方式供地,但单宗零星土地面积原则上不超过3亩,且累计土地面积不超过并宗后总用地面积的10%。</span></p><p style="margin-top: 15px; margin-bottom: 0px; padding: 0px; outline: 0px; max-width: 100%; clear: both; min-height: 1em; font-size: 16px; font-family: 宋体; color: rgb(0, 0, 0); letter-spacing: normal; line-height: 1.5; box-sizing: border-box !important; padding: 0px; outline: 0px; max-width: 100%; box-sizing: border-box !important; overflow-wrap: break-word !important;"> 八、提升服务监管能力。</strong>各市、县(区)人民政府要强化落实主体责任,结合发展实际和产业类型制定本地区工业项目产值、亩均税收等准入指导标准,指导督促产业园区管理机构加强对园区开发和工业用地的服务监管。对新建、改造和增容的工业项目,要明确开工竣工时间、投产达产时间、投资强度、亩均税收、退出机制等指标内容和监管要求,相关指标内容和监管要求纳入土地出让公告,并在签订土地出让合同时同步签订履约监管协议。土地出让公告中应明确逾期或拒绝签订履约监管协议的,取消竞得人资格,并不予退还竞买保证金。各市、县(区)要根据项目土地出让合同和履约监管协议约定,按照“谁提出,谁监管”原则,组织提出关联条件的部门加强对项目各项指标履约情况的监管。要强化落实建设用地“增存挂钩”机制,严格实行计划指标配置与存量土地处置相挂钩,鼓励依法依规通过规划调整、二次招商、加快征迁、加快供地、督促动工、撤销或调整农用地转用和土地征收批复文件等方式,加快推进批而未供、闲置土地处置,推动向要素存量要发展增量。</span></p><p style="margin-top: 15px;
