sans-serif;">为充分发挥土地要素在城市规划建设发展中的重要支撑作用，促进城市高质量综合开发，不断提升城市建设品质，经省政府同意，现就有关工作通知如下：</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">一、强化国土空间规划引领。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">加快编制国土空间规划、详细规划、相关专项规划等，提升城市规划建设水平。在国土空间规划批准生效前，经依法批准的土地利用总体规划和城乡规划继续执行。鼓励市、县（区）和平潭综合实验区围绕提升城市建设品质、补齐民生短板、完善公共服务设施，在单个权属界线封闭的宗地内开展城市更新改造、新区综合开发（以下简称综合开发项目）建设。综合开发项目建设总体方案和土地出让方案须经设区市人民政府（平潭综合实验区管委会）集体研究同意后，开展城市设计，编制城市设计图则，并纳入详细规划。各设区市和平潭综合实验区应稳步推进综合开发，从严控制综合开发项目数量和规模，不得假借综合开发项目名义进行以经营性房地产为主的开发运作。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">二、支持多用途供地。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">在符合国土空间规划并确保各类用途功能不冲突的前提下，市、县（区）人民政府和平潭综合实验区管委会可根据经依法批准的详细规划，允许单宗综合开发项目进行多用途（可包含城镇住宅、文化、教育、体育、医疗卫生、社会福利、商业、商务金融、娱乐康体等用途）土地供应，并以单宗地为单位组织出让，签订一份国有建设用地使用权出让合同。宗地用途包含商品住宅的，须采取招标或拍卖等公开竞价方式出让。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">三、合理控制综合开发规模结构。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">市、县（区）人民政府和平潭综合实验区管委会应根据本地经济社会发展水平，合理确定综合开发宗地规模。宗地内住宅用地面积不得超过所在城市、建制镇住宅用地出让面积限额。宗地内涉及文化、教育、体育、医疗卫生、社会福利等公共管理与公共服务用地的，按不同用途分别计算建筑面积等控制指标，其中商品住宅用地面积不得超过上述公共管理与公共服务用地总面积。宗地内配套建设的幼儿园、中小学、社区服务用房、社区卫生服务站、居家养老服务设施、垃圾集散间、社会公共停车场等需移交政府的公共管理与公共服务设施不受上述比例限制。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">四、加快综合开发建设进度。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">综合开发项目应整体推进，科学确定开发时序，加快开发进度，自交地之日起一年内开工建设，自开工之日起三年内竣工。未按期竣工的，按国有建设用地使用权出让合同约定收取违约金；造成土地闲置的，按《闲置土地处置办法》依法处置。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">综合开发项目涉及商品住宅的，要加强商品房预售资金监管，监管额度按整体项目总体造价（含建筑安装工程费用、配套、税费等）设定，根据工程形象进度（以幢为单位）节点拨付，核验资金用于工程建设，确保整体项目按时竣工交付。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">五、规范商品住宅预售管理。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">综合开发项目内非住宅建筑主体工程形象进度达到50%以上（按建筑面积计算），方可批准商品住宅预售许可，且批准面积不得超过商品住宅可售面积的50%；非住宅建筑单体竣工备案面积合计未达90%的，商品住宅预售面积不得超过商品住宅可售面积的90%；非住宅建筑未全部投入运营或未按约定移交政府的，剩余的10%商品住宅不得批准预售许可。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">上述第一点至第五点中的监管要求均应纳入土地出让公告和出让合同。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">六、完善园区公共服务设施。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">在符合国土空间规划、用途管制和安全要求的前提下，单一生产功能的开发区、产业集聚区可按统一配套、依法供应的原则建设公共生活服务设施，园区统一建设的公共生活服务设施用地面积占项目总用地面积比例最高可达30%。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">七、支持相邻工业用地统筹布局。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">相邻工业用地属同一业主的，在符合相关规划、安全要求、用地标准且不改变土地用途的前提下，经原审批机关批准，可将相邻宗地进行统筹布局、优化设计。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: #0070C0;"><strong><span style="font-family: Helvetica, Arial, sans-serif;">八、形成监管合力。</span></strong></span><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial, sans-serif;">各市、县（区）人民政府和平潭综合实验区管委会要切实加强组织领导，依法依规组织实施综合开发；各相关部门要各司其职、密切配合，加强指导和监督。设区市人民政府（平潭综合实验区管委会）对综合开发项目负总责，综合开发项目所在县（市、区）人民政府负主体责任，相关部门建立共同监管机制，把好项目审批关、规划许可关、土地出让关、合同履行关、工程质量关、预售许可关、资金监管关和竣工验收关。对弄虚作假、徇私舞弊、滥用权力、失职渎职等违反相关规定的，依法依规严肃追责问责。</span></p><p style="text-align:justify;vertical-align: inherit;text-indent: 2em;line-height: 2em;letter-spacing: 0.5px;"><span style="color: rgb(12, 12, 12);font-family: Helvetica, Arial,
