data-width="90%"><p>一、编制依据<br/>依据《福清市土地利用总体规划（2006-2020）》(调整完善方案)、《福清市城乡总体规划（2014-2030）》、《福清市城头镇镇区及周边村庄绵延区控制规划》、《福清市国民经济和社会发展第十三个五年规划纲要》和《福清市国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要（草案）》，编制《城头镇城福路二片区地块土地征收成片开发方案》。</p><p><br/>二、基本情况<br/>福清市城头镇城福路二片区系规划<span style="color: #ff2941;">以居住为主要功能的城市片区，位于福清市城头镇中部，东临城头村，西临城福路，是城头镇中心镇区的重要发展区域。福清市城头镇城福路二片区成片开发涉及福清市城头镇大厝村，范围内总用地面积4.7561公顷。</span></p><p><br/>三、成片开发的必要性<br/>根据《福清市国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要（草案）》，“十四五”时期，为提升福清市区域发展格局，紧紧围绕“一轴两湾五组团”的发展格局，在积极主动融入闽东北协同发展区和省会城市都市圈大格局中谋划拓展福清发展空间，加快建设省会福州副中心城市。推进中心城区沿江向海环湾发展布局。福清市城头镇城福路二片区位于元洪港城组团，是城镇公共服务与生产生活中心。由于老镇区更新速度较慢，服务设施建设不足，居住环境亟待改善，不断增加的城镇人口和城头人民对美好生活的向往对老镇区提出了居住服务扩容的需求。在此背景下，城头城福路二片区开发建设将有助于疏解镇区的服务压力、补足民生短板、提高城镇品质。</p><p><br/>四、成片开发的规划用途及公益性用地情况<br/>福清市城头镇城福路二片区土地征收成片开发范围内用途包括居住及交通运输用途，其中交通运输用地满足土地征收成片开发标准（试行）中土地征收成片开发范围内公益用地占比超过40%的规定。</p><p><br/>五、规划符合情况<br/>福清市城头镇城福路二片区位于福清市土地利用总体规划确定的城镇建设用地范围内，项目批准后将纳入城镇开发边界内的集中建设区内。<br/>项目选址未见现状地质灾害，未处于地质灾害易发区；未发现有 重要工业价值的矿产资源，没有压覆现有矿山和已经探明的矿产资源； 不涉及永久基本农田、生态保护红线、各级生态公益林、各类自然保护区。</p><p><br/>六、实施计划<br/><span style="color: #ff2941;">本方案用地总面积 4.7561公顷。开发期限及用地计划为2022年-2024年，3年实施完毕。</span></p><p><br/>七、征地农民利益保障<br/> 为维护被征地农民和农村集体经济组织的合法权益，规范征地补偿程序，根据《中华人民共和国土地管理法》《福建省人民政府关于全面实行征地区片综合地价的通知》（闽政〔2017〕2 号）、《福清市人民政府关于实施我市征地补偿暂行办法的通知》（融政综〔2017〕65 号）《福清市征地补偿暂行办法》（2017
